My 7 month old baby loves to suck on soft things. She settles quite well usually, however sometimes she just wants to suck on something to fall asleep (has been like this since birth). Is there anything I can safely give her to suck on? She does not take to dummies.

Many babies like to suck on their fingers to help them settle.
Some babies (over 7mths of age) will find a soft toy/comforter is helpful, however, it is not recommended to be used if baby is placing the comforter in their mouth due to risk of choking.
